Fares
All Fares must be paid at the time of boarding the vehicle. The exact fare is required. Only cash or Carroll Area Transit System tickets will be accepted by the drivers. Fares are as follows; TrailBlazer Shuttle fare: $2.00 a ride per passenger or $1.00 for senior citizens, persons with disabilities and medical card holders. All Children under 6 are FREE. See Demand Responsive Section below for zone fares.
Carroll Transit Student Pass
Carroll Area Transit System offers a “Student Pass” for enrolled college students at Carroll Community College and McDaniel College. The pass allows student free, unlimited rides on any of the Carroll Transit Shuttles. The price for the student pass is $80 for the shuttles per semester and zone fares based on mileage based on Demand Response services. The pass can be purchased at Carroll Community College or at the CATS office at 1300 Old Meadow Branch Road in Westminster. Click here to download the Student Pass Application.
Carroll Transit Shuttles
In addition to the Demand Response Service, Carroll Area Transit System also operates four deviated fixed routes (shuttles). These shuttles have regular schedules and stops. Riders can make connections from one shuttle to the other to get to more locations around Carroll County. The schedules for each of the shuttles listed below can be found at many locations around the county or at the CATS web-site: www.carrolltransit.org.
The fare for the shuttles is $2.00. There is also a 50% discount for senior citizens, persons with disabilities and medical card holders. Please click the links below to view the Carroll Transit Shuttles Route Schedules:

Demand Response Service
In addition to shuttle service, CATS offers door-to-door transportation services called Demand Response. This specialized form of transportation is a reservation based shared ride that operates throughout the county. Rides are provided from any location in Carroll County to any location in the county, including Carroll Community College. Fares for this type of ride are based on the distance of the ride. The zone fares for Demand Response is as follows:
- $4.00 for 0-5 mile zone
- $6.00 for 6-10 mile zone
- $7.00 for 11-15 mile zone
- $8.00 for 16-20 mile zone
- $9.00 for 21-25 mile zone
